I agree with hicks3524, it should be an assessment. The FCAT is supposed to be based on the Sunshine State Standards, however it has gotten way out of control. There are so many other factors that play into a students ability. Teachers nor students should have that kind of pressure on them. EVERYONE learns differently, and the test should be administered in a form where each indovidual  student is the strongest in. That would provide maximum results for ALL!
